The Young Pioneers (中国少年先锋队) is a mass youth organisation for children 6-14. It is run by the Communist Youth League, an organisation for older youths. Both come under the CCP. In this poster a number of children are decorating new entrants in front of a memorial. Young Pioneers are recognizable by their red scarfs.
