Purpose: to initate and propound ideas and proposals in the interests of the PCL as a whole; to determine opportunities for longer term development initially within the concepts of the Contained Growth Strategy; to propose the longer term use of physical resources including accommodation; to present cases to Court for the acquisition of appropriate properties for accommodation purposes as well as other aspects of resourcing.

It reports to the Academic Council and has a formal link with the Academic Affairs Committee. Between 1985-1990/1991 it was responsible for the Hardships Committee. After 1991 when the Hardships Committee reported to the Resources Committee, the Student Affairs Committee retained a monitoring function. The Student Stafff Consultative Committee reported annually. In 1997 it was disbanded and in 1998 the Student Affairs Forum was set up to carry out similar duties.
