A basis for the formulation of regional plans which must be based on a full understanding of the present pattern. An analysis of the service equipment of 258 towns showing that there is already a hierarchy of places. Their geographical distribution is mapped and described and it is shown that distortions from an ideal model are due mainly to uneven development.
